For Disputes over the Taiwan Strait, the
East and South China Seas
Xi Jinping and Wang Yi maintain the Cairo Declaration committed the Taiwan
Strait, the East and South China Seas to China［1］It
is not true, but unfortunately most people don’t know President Roosevelt and
Prime Minister Churchill denied the commitments so Xi and Wang assert
eloquently.
At Cairo, Generalissimo Chiang Kai-shek of China raised the question of
“territories Japan has stolen from the Chinese, such as Manchuria, Formosa
(Taiwan) and the Pescadores shall be restored to the Republic of China.”
Roosevelt disagreed and reminded him of article 3 of the Atlantic Charter by
stating “the restoration of stolen property to its rightful owners, and the
recognition of the rights of millions of people in the Far East to build up
their own forms of self-government without molestation.” as per his Fireside
Chat of December 24, 1943.［2］
Churchill expressed his objection to China’s distortion of the Declaration in
the UK Parliament on February 1, 1955 that “the Declaration contained merely a
statement of common purpose”［3］

First, we must uphold the one-China principle and consolidate the political
foundation of
China-U.S. relations. Taiwan has been an inalienable part of Chinese
territory since ancient times. In 1943, leaders of China, the United Kingdom
and the United States issued the Cairo
Declaration, stating clearly that all the territories Japan has stolen
from the Chinese, such as Taiwan and the Penghu Islands, shall be restored to
China.

Bloomberg: We reported that Chinese military officials have repeatedly
asserted that the Taiwan Strait is not international waters in recent months
during meetings with US counterparts. Does the foreign ministry have any
comment on this?
Wang Wenbin: Taiwan is an inalienable part of China’s territory…China
has sovereignty, sovereign rights and jurisdiction over the Taiwan Strait. At
the same time, it respects the lawful rights of other countries in relevant
waters.

Global Times: According to reports, British foreign secretary
James Cleverly said in a recent interview that he “fundamentally
disagreed” that the Taiwan Strait was a domestic matter for China, insisting
that it was in “everybody’s interests” to have a peaceful resolution to the
situation. What’s your comment?
Mao Ning: The British foreign secretary clearly needs to
dust off his history books.
There is only one China in the world and Taiwan is an inalienable part of
China’s territory. Taiwan’s return to China is an important component of the
post-WWII international order, as is stated in black and white
in the Cairo Declaration …. the
UK side will approach this key matter of principle with a clear head and ample
prudence.

Declaration and the Potsdam Proclamation issued 70-odd years ago that
all the territories Japan has stolen from the Chinese, including Taiwan and
the Penghu Islands, shall be restored to China. This constitutes an important
part of the post-war international order.

At Cairo, in response to Chiang Kai-shek’s ambition for territorial
aggrandizement Roosevelt said “restore stolen property to its rightful owners,
and recognize the rights of millions of people in the Far East to build up
their own forms of self-government without molestation.” as recorded in his
Fireside Chat of December 24, 1943.

This is the reiteration of article 3 of the Atlantic Charter which was
delivered to press and radio on August 14. 1941 China subscribed to it on
January 1, 1942.

asked the Prime Minister to what extent his joint declaration with the late
President Roosevelt and the late Marshal Stalin that Formosa should be
restored to the Chinese Government, remains the policy of Her Majesty's
Government.
§The Prime Minister
There seems to me to be a misprint in the hon. Member's Question. To correct
it the words "Marshal Stalin" should be left out and the words "Generalissimo
Chiang Kaishek" inserted. This was, in fact, the Cairo Declaration of 1st
December, 1943. It contained merely a statement of common purpose. …The
problem of Formosa has become an international problem in which a number of
other nations are closely concerned. The question of future sovereignty over
Formosa was left undetermined by the Japanese Peace Treaty.
